VM sign-ins don't support per-user enabled or enforced Azure AD Multi-Factor Authentication. To reconfigure your multi-factor authentication, follow the instructions in Enforce Azure Active Directory Multi-Factor Authentication for Azure Virtual Desktop using Conditional Access.
